The Association of Owners and Drivers Haitians and several officials of Driving school denounced the “criminal ruling” of the government Martelly-Paul to double or even triple in the budget 2015-16, the prices of some services for which passport and license drive. “It’s not the population that has plundered the state coffers” launched the trade unionist Mr. Changeux Méhu, explaining that the government has taken this provision to replace the funds squandered by the government in power.
The association therefore calls on the population to civil disobedience. It threatens to block the country, as from Wednesday, November 3, if the authorities do not go back on their decisions.
In the budget of fiscal year 2015-2016, passport fees have increased from 1,600 to 3,000 gourdes and those driving license increased from 1,000 to 3,000 gourdes added to 1,500 gourdes and 1,000 gourdes rental taxes for tax registration number (matricule fiscale).
This last budget law also provides for the raising of a tax of 1,250 gourdes from the sale of each head of cattle, which also raised the discontent of farmers.
Several trade unions in the transport sector and driving school officials disagrees against this measure, which is a way for the incumbent government to bail out the state which he plundered during his reign while the population is sinking increasingly into poverty.
This increase in rates on these types of services, according to the coordinator of the Haitian land transport sector, Changeux Mehu, means also serve the state to find money in order to implement the final decree of the President Martelly, in his article Article 4, paragraphs A; B and C, gives huge privileges to former ministers and secretaries general of the Presidency, the Council of Ministers and the Prime Minister.
The Association of Haitian owners and drivers have, in a joint signed statement from more than two dozen other labor organizations, called drivers and the general population to civil disobedience until the authorities make their withdrawal decision.
The signatories of the note threatening to move to another phase of their movement, which is to totally paralyze the country on public transport plan, if the authorities do not meet their claims before Friday, November 3, 2015.
